“Onion powder” is not one particle size. A snack dusting line and a wet sauce plant often need different mesh. If the PO only says powder, the mill will ship a standard cut that may not match your sieve.
Write mesh (or a retained-on-sieve range), toasted vs standard flavour, and whether you also need flakes or kibbled onion on the same booking. HS 07122000 is typical for the dehydrated onion line from India.
